According to the Chinese Football Association, the joint working group on professional league policy is composed of professional managers, lawyers, audit institutions and other professionals of the club, and establishes the standard system and punishment measures for the salary management of players. The Chinese Football Association, together with the Ministry of Public Security, the State Administration of Taxation, the State Administration of Foreign Exchange and other state ministries and commissions, will strictly supervise the financial affairs and plus-sized penalties.
According to the financial agreed indicators of the Chinese Super League, the spending limit of the Chinese Super League club in 2020 is 1.1 billion yuan, and the salary limit is 60% of the total investment. In 2021, the expenditure limit and salary limit will be reduced to 0.9 billion RMB and 55%.
In terms of players’ salaries, the contracts signed by domestic players after November 20, 2019 are new contracts. The top salary before tax is no more than 10 million RMB, and the players selected for the national team rise 20%. The annual salary of U21 players before tax is no more than 300000 RMB. If they meet the playing standard, they are not subject to this restriction. The specific plan will be studied and released by the joint working group of professional league. Foreign players sign contracts for new contracts after January 1, 202020, and the newly signed salary shall not exceed 3 million euros after tax.
In addition, the Chinese Football Association encourages the club to optimize its ownership structure and requires that the club name be neutralized before the start of the 2021 season. If you fail to pass the Chinese Football Association certification, the club will not be granted the admission qualification.
The meeting also explained the adjustment of competition rules for professional league matches. Professional League matches will increase the number of foreign aid and enhance the appreciation and competitiveness of the league matches. Each club of the Chinese Super League has a maximum of 4 foreign players, 5 applicants, and a maximum of 6 registered players, with a total of 7 players throughout the year. The number of foreign players in each club in the League of China and the league is up to 2, 3 are registered, and 4 are finally registered, with a total of 4 throughout the year.
In terms of transfer limit, in addition to retaining the transfer quota of five players without age limit, the professional league will release the transfer limit of U21 players. For players who have transferred to other FIFA member associations registered clubs and played for more than one year, the U21 transferred players of the club and the players who have the first signing right of the club are not restricted by 5 transfer places.
In terms of league registration, there are at least 3 U21 players who have the first right to sign up for the Chinese Super League, at least 2 U21 players who have the first right to sign up for the Chinese league, and at least 5 U21 players in the Chinese league. The 18th National People’s Congress list of league matches can register 1-2 U21 players in the reserve team or echelon at any time.
In the playing policy, at least one U23 player is kept on the court in each game of the Chinese Super League and the Chinese League A, and at least one U21 player is kept on the court in the Chinese league B. During the training period of the first team of the Chinese Super League and the first team of the club, the registered players of the Central League and the U23 national team can enjoy the U23 reduction policy.
