In April, 2019, the Ministry of Human Resources and Social Security, the State Administration of market supervision and the State Bureau of Statistics jointly released 13 new occupations including “E-sports personnel. The announcement is clear that e-sports personnel refer to personnel engaged in different types of e-sports competitions, sparring, experience and activity performances. Their main work includes participating in e-sports competitions, collecting and studying the dynamics of e-sports teams, etc.

Chang Yanjun, vice chairman of China Cultural Management Association, said in his speech that e-sports is a new industry that has developed vigorously at home and abroad in recent years. It has not only become a cultural phenomenon of a new generation of young people, it has also become a new driving force for local economic development.

According to the data of the e-sports industry analysis report published in 2019, China’s e-sports revenue reached 0.164 billion US dollars in 2018, accounting for 18% of the global market, and China’s e-sports users exceeded 0.35 billion, the audience reached 0.125 billion, accounting for 33% of the global total. At the same time, there are only 50000 e-sports employees in our country, and the talent gap is as high as 500000. E-sports are often labeled as “not doing business properly” and “Internet addiction”, lacking identity.

Many colleges and universities across the country have set up e-sports majors, but their training directions are mostly club operation management, event commentary, operation, etc. The educational support for e-sports players has always been in a basically blank state, the entry threshold for practitioners is also very vague.

At the meeting on that day, Zhang Lingzhi, deputy director of the standards department of the vocational skills appraisal center of the Ministry of Human Resources and Social Security, explained in detail the technical regulations and the structure and content of the national vocational skills standards, it puts forward the overall requirements for the development of the new national career of e-sports personnel.

It is understood that the national professional standards for e-sports personnel will include the professional profile, basic requirements and other contents, and make clear provisions on the scope of activities and knowledge level of the profession. After the standard is issued, practitioners will be required to work with certificates. Relevant units will also study and formulate unified and standardized vocational training materials, formulate vocational assessment question banks and set up special examination outlets.

In the future, the training of e-sports personnel will also be connected with academic education and vocational education, ending that e-sports personnel can only eat “youth rice”, generally low academic qualifications, there is neither an entry threshold nor a chaotic situation of exit mechanism.

Wang Guoji, chairman of the e-sports management committee of China Cultural Management Association, said that practical and feasible vocational skill standards would be formulated in strict accordance with the requirements of the vocational skill appraisal center of the Ministry of Human Resources and Social Security, in order to promote the development of this profession in a healthy and sustainable direction.
